Key Qualifications

Mr. Boonrod Yaowapruek is a clean energy finance specialist with over 15 years of professional experience serving in various technical and managerial capacities in the clean energy and environmental sectors. He has deep understanding of technology-financial-regulatory barriers in the Lower Mekong region and worked with private & public sector to grow renewable energy market. He currently serves as an investment mobilization lead at USAID Clean Power Asia program, a multi-million dollar effort over five years to increase the supply of grid-connected renewable energy on the lower mekong countries. Prior to that he served as clean energy finance team leader and Thailand country manager for USAID’s regional Private Financing Advisory Network-Asia (PFAN) program where he assisted businesses, governments and other cooperating partners across the Asia region to mobilize and scale up investments in clean energy, particularly in Thailand, Lao PDR and Vietnam.

On the USAID PFAN-Asia program, Mr. Yaowapruek employed a market led approach to support project developers in raising private equity & debt to finance renewable energy projects. He conducted stakeholder consultations with public & private sectors in Thailand, Vietnam, Cambodia, Laos, Malaysia, Sri Lanka, Maldives and Bangladesh to analyze the gaps and then design a strategy for each country to increase clean energy financing mobilization.

Throughout his career, Mr. Yaowapruek mobilized over 200 million USD in climate financing and over 100 million USD in project financing in Asia to structure commercially viable RE projects including hydro power, wind power, solar pv, geothermal energy, and biogas, which have required close coordination with and understanding of existing enabling environment, country risk, energy policy and public sector requirements. He also engages with Kasikorn Bank to develop a bankable Power Purchase Agreement (PPA) for solar pv rooftop projects and a bankable Energy Performance Contract (EPC) for energy efficiency projects.

With the Energy, Economic and Policy group at ERM-Siam, Mr. Yaowapreuk was consulting Ministry of Energy on biogas-to-power program and on Thailand Energy Strategy: Fuel Options project. The project aimed to provide recommendations on the most appropriate and viable fuel options for Thailand for the next 30 years. The study focused on projected energy demand, fuel prices, investment costs, externality cost, GHG emission, role of renewable energy, fuel diversification, institutional issue, market structure as well as energy pricing. The outcome of the study and recommendations was used to develop a master plan for the Thai energy sector and provided input to the preparation of independent power producers (IPPs) bidding.

  • Support public and private sectors to increase investment mobilization in grid-connected renewable energy projects in Lower Mekong Countries.
  • Initiate Clean Power Bankability Workshop Series to build capacity for lenders .
  • Develop instruments/tools/mechanisms/documents to reduce soft costs (e.g. financing, legal, permit, etc) and to reduce risks (e.g. real and perceived risks).

 

Thailand Country Manager, Deloitte Consulting, USAID PFAN-Asia program (Feb 2015- Sep 2016)

  • Led and manage PFAN-Asia program activities in Thailand
  • Initiated and lead PFAN team to provide support to Kasikorn Bank’s lending activities for the K-Energy Saving Guarantee Program, aiming to stimulate energy efficiency and PV for rooftop investment
  • Identified 17 clean energy projects in Thailand to PFAN-Asia pipeline, provided advice and support to 8 projects to increase their financing opportunities. Successfully advised two biomass energy projects in Thailand to mobilize more than $30 million in capital.
  • Co-organized the ESCO Business Model seminar with Thai ESCO association to strengthen ESCO business in Thailand.
  • Organized a seminar on ‘solar power investment for self-consumption’ to promote large electricity end-users to invest in solar PV. Initiated a BOOT (Build-Own-Operate-Transfer) to solar pv rooftop sector using a long term PPA business model.

Clean Energy Finance Team Leader, Deloitte Consulting, USAID PFAN-Asia program (Oct 2013- Jan 2015)

  • Led a team to accelerate and increase private sector investment in the clean energy sector in 12 developing countries (i.e. Cambodia, Vietnam, Thailand, Laos, Malaysia, Indonesia and the Philippines, India, Nepal, Bangladesh, Sri Lanka and Maldives).
  • Carried out project sourcing & screening, initial due diligence & investment readiness assessments and provided strategic advisory and mentoring, investment outreach and promotion to project developers.
  • Initiated an assessment tool, Investment Readiness Assessment (IRA), to evaluate whether the underlying fundamentals of the project are attractive to investors, as well as identify areas of weakness that demand further attention and refinement.
  • Assessed business models, risk/reward, and provided guidance on an investor targeting strategy.
  • Strengthened PFANs network of project developers, investors and clean energy & financial advisors as well as key public sector actors and policy makers.

  • Led the development of CDM and renewable energy business activities in ASEAN & India and managed multi-disciplinary teams to complete proposals/contracts and to ensure timely flow of information.
  • Evaluated and performed valuations, conducted in-depth analysis and carried out due diligence, assessed financial models, analyzed risk factors, developed risk management strategies and created deal structures.
  • Supported the Business Development to manage carbon assets in hydro power, wind power, solar PV and geothermal power.
  • Successfully sourced, originated and contracted a total of 3.66 million tCO2e per year in emission reductions.

Commercial Analyst and Structurer- Alternative Energy, Eneco Energy Trade, Rotterdam, The Netherlands (July 2008- Jan 2010) Eneco is the largest (green) power producer in the Netherlands

  • Represented ASEAN division, charged with building relationships with project developers, financial institutions, funds, consulting firms, technology providers and brokers within the region.
  • Conducted due diligence and developed pricing structures, terms and strategies for investment opportunities.
  • Managed carbon asset of a portfolio with +40 renewable energy projects in Asia
  • Developed a Risk Assessment Model (RAM) for evaluating carbon credit delivery, carried out due diligence of emissions reductions projects, and analyzed risk factors that affect project performance to assist and improve carbon trading activities.
